The Asia-Pacific region now accounts for 34% of global cybercrime incidents in 2024. With that figure in mind, Blackpanda and ST Engineering have announced a regional collaboration on cyber incident response. The agreement links cyber liability insurance with faster breach response for small and mid-sized enterprises across Asia.
New Collaboration Targets SME Cyber Risk in Asia-Pacific
Blackpanda has signed a Memorandum of Collaboration with ST Engineering’s Cyber Business. The partners plan to integrate Blackpanda’s IR-1 incident response subscription with ST Engineering’s AETHER AI-enabled threat solution. Their goal is to create an integrated ecosystem that helps SMEs prepare for, respond to, and recover from cyberattacks.
Victor Tan, Managing Director, Southeast Asia, at Blackpanda, said IR-1 and AETHER form “a powerful alliance for Asia’s cyber resilience.” Tan added, “Together, we are making it possible for SMEs to access the same level of protection and recovery once reserved only for the largest corporations.”

Through the collaboration, the firms aim to make professional cyber emergency response widely available. CEO Gene Yu said they are combining rapid response capabilities with the AETHER platform to expand access. “Through this collaboration, we are combining our rapid response capability with ST Engineering’s robust AETHER solution to make professional cyber emergency response widely available,” said Yu.
IR-1 provides always-on access to specialist cyber responders and digital forensics teams. The subscription also offers discounted cyber liability insurance through Blackpanda’s Lloyd’s of London coverholder status. That structure connects incident response, cyber insurance, and data breach insurance into a single service path.
For SMEs facing rising ransomware, phishing, and supply chain threats, the link between response services and cyber liability insurance is central. The model positions cyber insurance and broader cyber risk coverage as operational safeguards, not optional extras.
