Admiral Rogers Joins Surefire Cyber
Surefire Cyber has appointed Admiral (Ret.) Michael S. Rogers as a Strategic Advisor. Rogers is a retired four-star Navy Admiral who served as Director of the National Security Agency and Commander of U.S. Cyber Command from 2014 to 2018. Since then, he has been on the board of CyberCube, a cyber risk analytics firm focused on the insurance market. He understands how insurers price and manage risk, and brings that expertise to the role.
This appointment comes after Surefire launched a unified incident response platform in February 2026, which covers the entire insurance-driven process from start to finish. Rogers brings credibility to this effort. CEO Billy Gouveia said Rogers knows “exactly what it takes” to turn cyber incidents into “manageable events, not defining moments.”
This hire comes at a critical time. At RSAC 2026, Rogers criticized the lack of US federal action on cyber issues, saying, “I see a government that’s unwilling to expend political capital.” He also noted, “We don’t have a single federal privacy framework.” Given his long experience defending US networks, his frustration is significant.
Aon Expands Cyber Leadership In Australia
Aon has appointed Quinton Kotze as head of cyber solutions for Australia, based in Sydney. Kotze comes from Chubb, where he was the digital domain lead and financial lines product manager for Asia. He has 19 years of experience in financial lines across Australia and the region, including previous roles at AIG and Marsh.
This appointment in Australia is significant given the country’s position facing cyber threats from China. In 2020, a series of attacks on the Australian government and critical infrastructure were widely linked to Beijing, changing how Australia approaches cyber risk. The country has responded strongly with its 2023-2030 Cyber Security Strategy, the Essential Eight framework, and a broader mandate for the Australian Signals Directorate. The AUKUS partnership adds to this context. Kotze is entering a market where cyber threats are real and regulations are becoming stricter.

Kotze said, “Cyber risk is firmly on the agenda for [organisations] across Australia.” Aon’s integrated model, combining advisory, data, analytics, and insurance broking, gives him a platform suited to that complexity.
A Broader Read
Both of these appointments show the same trend. Cyber risk is becoming a bigger concern for company leaders. Boards are looking for advisors who understand both the threats and the financial impact. The insurance industry is responding by developing this expertise. These moves highlight that change.
FAQ
Rogers is a retired four-star Admiral and former concurrent head of the NSA and U.S. Cyber Command. He has since served on the board of CyberCube, a cyber analytics firm for insurers. His appointment at Surefire Cyber signals the firm’s intent to deepen its position in the insurance-linked incident response market.
Australia faces sustained, well-documented cyber pressure from state-linked actors, particularly China. Its regulatory and strategic response has been aggressive. Aon’s expansion of dedicated cyber leadership in Sydney reflects where insurer and broker investment is flowing in the Asia-Pacific region.
Rogers criticized the lack of US federal action on cyber, noting the absence of a federal privacy framework and meaningful cyber legislation. He described political division as the core obstacle. Those views sharpen the context around his move to the private sector.
